Profile of Shirley DeLibero
IISTPS Board of Trustees

Shirley DeLibero was elected to the IISTPS Board of Trustees in October 1993. She is Executive Director of New Jersey Transit Corporation, which operates the nation's third largest multi-modal public transit system. Under Ms. DeLibero's leadership, NJ Transit has focused on the customer by improving service quality and safety as well as enhancing the efficiency of operations.

Prior to becoming the chief executive officer of NJ Transit, Ms. DeLibero served as Deputy Executive Director of Dallas Area Rapid Transit (DART) from 1987 to 1990. Previously, she had served as Assistant General Manager for Bus Service for the Washington (D.C.) Metropolitan Area Transit Authority (WMATA), where she was responsible for administration, management and operations of the 1,773 bus fleet. As one of the top executives at WMATA from 1981 to 1987, she also served as Director of Bus Service and Acting Director of Rail Service.

In addition to serving on the IISTPS Board of Trustees, Ms. DeLibero serves as a member of TCRP's TOPS Committee; the Board of Trustees of the Paper Mill Playhouse; the Board of Directors of the Rutgers National Transit Institute; and the YMCA of Essex Black Achiever's board.

Shirley DeLibero has received various awards, including the American Public Transportation Association's Jesse L. Haugh award as the Transit Manager of the Year for 1996. She was APTAÕs Vice President for Rail Transit in 1995 and 1996, and chaired its Task Force on Mobility for the 21st Century. Because of her personal commitment to the growth and development of minority youth, she is a frequent participant in workshops and programs which are designed to inspire and motivate young people. It is an honor to have Ms. DeLibero as a part of the IISTPS leadership.


Education

The implementation proposal for the MS in Transportation Management has been completed and forwarded to the California State University Chancellor's Office. A decision is expected by the end of March 1997. The redefined program was presented to the IISTPS Board of Trustees at their January 1997 meeting.

The program consists of ten courses of three-units each delivered in an accelerated ten session format over an eight to ten week period. Courses are televised using distance learning facilities with two-way communication capability. The second course to follow this format, Transportation Policy and Regulation, is currently being presented by Steve Rudman in Oakland. Demand for the program has spread as a result of the distance learning forum, and Marysville and Los Angeles have been added to the original sites in Santa Ana, San Diego, Sacramento, Oakland and San Jose to accommodate new students. Students and organizations from other areas with an interest in the program should contact IISTPS immediately for graduate student enrollment and videoconferencing reception information.

Until the approval by the Chancellor's Office, students will be enrolled in the SJSU College of Business MBA program. Transportation courses taken under the auspices of the MBA program will be transferable to the MSTM degree.


IISTPS Symposium: Toward a Better Future? Labor-Management Relations in Surface Transportation

The third IISTPS symposium, ÒToward a Cooperative Future, Labor-Management Relations in Surface TransportationÓ was held on Thursday, February 20, 1997. The symposium, coordinated by IISTPS Resaecrh Associate Dr. Stephen Van Beek, had three objectives:

1) Survey the range of labor and management issues from the perspective of workers, administrators, government officials, and patrons.

2) Examine the strategies of surface transportation agencies which attempt to incorporate the diverse interests and views on labor-management relations.

3) Analyze the future prospects for labor-managament relations given the diverse interests, case studies and political environment.

Istea Research, Education and Training Reauthorization

Two powerful national coalitions have been created which are dedicated to the reauthorization of the ISTEA research, education and training programs. The first group consists of the eleven directors of the ISTEA Institutes and Centers. They are known as the ISTEA Institute and Centers Directors' Association (IICDA) and, with Mineta Institute Executive Director Rod Diridon as Chair, are guiding the legislative education process.

The second group is the ISTEA Research, Education and Training Reauthorization Consortium (RETRC), made up of the following leaders of the 14 largest surface transportation-related organizations in the United States:

Research Profile

Protecting Against Terrorist Attacks on Surface Transporation

In cooperation with the federal Research and Special Programs Administration (RSPA) and the Volpe Transportation Systems Center of the U.S. Department of Transportation, IISTPS has embarked on landmark research entitled "Identification of Best Practices in Protecting Against Terrorist Attacks on Surface Transportation Facilities, Equipment, and Passengers." Led by Research Associate Brian Jenkins, the IISTPS research team also includes Jim Graebner and Tom Savage.

Mr. Jenkins is Deputy Chair of Kroll Associates and an internationally-renowned expert in the field of counter-terrorism. He is currently concluding an appointment as Commissioner and vice-Chair of the White House Commission on Aviation Safety and Security, chaired by Vice-President Gore. Mr. Graebner is a noted public transit consultant, who previously served as General manager of the Santa Clara County Transportation Agency. Mr. Savage is Chief Security Officer for New York City Transit.

The IISTPS project will focus on case studies of selected transportation agencies, primarily in the United States, and their experiences in dealing with terrorist threats and incidents. Great care will be taken throughout the study to protect safety- sensitive information and precautions. The results of the study are expected to be published this Summer.
